19.11 The Impact of the Incident on Ports and Maritime Security Prior to the 1990s, due to fewer serious security incidents, the U.S. government and the general public did not pay enough attention to port and maritime security issues. After the September 11 incident, the issue of port and maritime security became the subject of the U.S. congressional hearing and became a topic of widespread concern. 1.1 Rapid Response After September 11, 2001, the understanding of the U.S. government, the media and the general public about the importance of port and maritime safety began to change.
