第一條省各界人民代表会議由省人民政府呈请中央人民政府批准召集之。第二條省各界人民代表會议的參加单位及代表名额由省人民政府和省各界人民代表會識協商委員会共同商定之,但尚未成立協商委员会之省,则由省人民政府决定之。第三條省各界人民代表會議代表资格:凡反對帝国主義、封建主義、官僚资本主義,贊成共同綱领,年滿十八岁之人民,除患精神病及褫夺公權者外,不分民族、階級、性别、信仰,均得當選為代表。
