福建省德化县自1997年起,全县中小学进行了以实行校长负责制、教师聘任制、岗位责任制、结构工资制和经费总额包干制为主要内容的学校内部管理体制改革。整个改革以人事聘任和分配制度为突破口,抓住扩大学校的办学自主权和建立竞争激励机制两个中心环节,全面实施中小学内部管理体制改革。 一、实行“五制”改革,建立竞争激励
