Because of some specific characteristics of petroleum and petrochemical industry, in normal operation there are always risks of injury and pollution, especially when accidents happen. This is a severe problem and the situation is serious. The first reason is the lack of attention. Leaders of corporations attach too much importance to profit and neglect HSE (Health, Safety and Environment) management. Second, the governmental supervisory system is weak. Third,objective conditions for the petroleum and petrochemical industry bring difficulties to the construction of an effective HSE system. This article proposes that corporations, governments at all levels and the society should strive together to alter the situation and promote the implementation of a much better HSE management system in industry. First of all, top managers of petroleum corporations are expected to think more of their social responsibilities. Second, corporations should change their ideas about management so that they may possibly realize that it is helpful for getting better rewarded to establish and strengthen the HSE system and to take social responsibilities. Third, corporations should build and develop the HSE management system constantly to settle the staffs health and safety problems and improve the working environment effectively. Meanwhile, encouragement should be offered and some tough measures taken by the government to strengthen supervision. A new standard for appraising corporations should be set across the whole society to encourage a healthy development of the corporations.
