区域经济发展不平衡,对于所有幅员辽阔、人口分布不平均的大国来说,是面临的共同问题,也是经济发展中需要着重解决的问题。世界各国都在不同的经济发展阶段,根据本国经济实力的具体条件,提出对落后地区的开发问题,采取一些优先或倾斜政策,以使落后地区的经济发展适应国家总的发展进程。巴西政府对开发东北部、中西部和北部落后地区做了许多切实的努力,有些做法还是卓有成效的,值得各国,特别是其他发展中国家借鉴。
The unbalanced development of regional economy is a common problem faced by all the large countries with vast territory and uneven population distribution, and also a problem that needs to be addressed in economic development. All countries in the world have put forward the development of backward areas in accordance with the specific conditions of their economic strength at different stages of economic development and adopted some preferential or oblique policies so as to adapt the economic development in the backward areas to the overall development of the country. The Brazilian government has made many effective efforts to develop the backward areas in the northeast, central and western regions and the northern part of China. Some of these efforts have still been fruitful and should be borrowed by all countries, especially other developing countries.
