知识、技术和管理是高级劳动要素,能比普通劳动创造更多的价值,在社会财富创造中的作用越来越大,理应获得与其贡献相符的报酬。发达国家的经济增长中,知识、技术和管理要素的贡献已经占到绝大部分。关注知识、科技和管理劳动者的地位和作用,发挥他们的积极性和创造性,对于推动现代社会经济发展意义重大。目前,我国知识、技术和管理等由要素市场决定报酬的机制尚未成熟,要素报酬未能充分反映其实际贡献,迫切需要改革和完善。
Knowledge, technology and management are high-level labor elements that create more value than ordinary labor and play an increasingly important role in the creation of social wealth and deserve remuneration commensurate with their contribution. The economic growth in developed countries, knowledge, technology and management elements have accounted for the vast majority. Concerned about the status, role of knowledge, science and technology and management of laborers and their enthusiasm and creativity are of great significance to promoting the economic development of modern society. At present, the mechanism by which factors such as knowledge, technology and management in China determine remuneration is immature. The factor remuneration fails to fully reflect its actual contribution and there is an urgent need for reform and improvement.
