江总书记在“5·31”讲话中,第一次从执政兴国的战略高度深刻阐述了发展作为第一要务的极端重要性。这既是对邓小平同志“发展是硬道理”的思想的继承,又从实践“三个代表”要求、保持党的先进性和执政兴国的战略高度赋予发展新的要求,充分体现了与时俱进的精神,不仅具有十分重大的理论意义,而且具有极其鲜明的现实指导性。高举发展大旗,从根本上说就是要解放和发展生产力“三个代表”是我们党的立党之本、执政之基、力量之源。“三个代表”既是一个统一的整体,又有各自的内涵。始终代表先进生产力的发展要求,解放和发展生产力,对于整个社会的发展和进步,包括党的建设,具有决定性的意义。这是因为:第一,解放和发展生产力,是一个马克思主义政党先进性和正确性的集中体现。贯彻“三个代表”要求,核心在保持党的先进性。一个马克思主义政党,其先进性和正确性,首先集中表现在代表先进生产力的发展方面。因为党的先进性是具体的、历史的,必须放到推动当代中国先进生产力和先进文化的发展中去考察,归根到底要看党在推动历史前进中的实际作用。
