《中华人民共和国香港特别行政区基本法》1990年4月4日经中华人民共和国第七届全国人民代表大会第三次会议通过,1997年7月1日起将在香港生效。这是全国人民政治生活中的一件大事。它不仅宣布了英国政府对香港长期殖民统治的结束,实现了几代中国人的夙愿,更为香港的繁荣、稳定和发展奠定了法律基础。这个法律文件凝结了起草委员会全体委员五年多所付出的艰辛努力,并且为完善和发展宪法学理论做出了不朽的贡献,对世界将产生深远的影响。
The Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China was passed by the Third Session of the Seventh National People’s Congress of People’s Republic of China on April 4, 1990 with effect from July 1, 1997 in Hong Kong. This is a major event in the political life of the people throughout the country. It not only announced the British government’s end to the long-term colonial rule in Hong Kong, fulfilled the aspirations of generations of Chinese people and laid the legal foundation for the prosperity, stability and development of Hong Kong. This legal document sets out the arduous efforts made by the entire committee of the drafting committee for more than five years and makes an immortal contribution to the improvement and development of the constitutional theory and will have a profound impact on the world.
