党的十七大报告中提出:“推进文化创新,增强文化发展活力,在时代的高起点上推动文化内容形式,体制机制,传播手段创新,解放和发展文化生产力,是繁荣文化的必由之路。”2010年8月3日,中国文化部评选出10个具有导向性、示范性、实践性的成熟项目,确立为“国家文化创新工程”实施项目,加以重点培育和推广。“福建艺术扶贫”工程作为公共文化服务项目之一名列其中。因此,对艺术扶贫工程从理论高度对其创新理念,创新实践,从内容形式、体制机制等多方面进行梳理、研究以利求深、求广,为建设“两大一新”的文化建设目标作出贡献。本文想就此作些探索。
