重庆港口协会根据上级有关港口工作的部署紧紧围绕港口改革、发展、稳定这个大局,重视调查研究,为港口出谋划策,同时办好经济实体,增强协会活力。 1994年年初,面对港口新情况、新问题,经重庆港口局局长、重庆港协理事长王国光提议,并经港口局党政领导一致认可,确定由港协牵头组织力量,调查论证7个课题。即(1)港口实行股份制研究;(2)港口企业集团化研究;(3)重庆市大交通管理体制的研究;(4)港口客运市场的建立与管理;(5)港口轮驳公司客货运并举发展战略研究;(6)港口岸线实施统一管理;(7)港口锚地的规划与管理。这些课题涉及面广,调查研究论证难度较大。为了认真负责地搞好调研,协会先选定了6名课题牵头人,写出调研提纲,经秘书处集体讨论、修改、补充,然后送局领导审定,再由牵头人组织深入调研。通过局内、局外、政府、企业、市场多形式的调查,整理分析,征求有关专家和有专长者的意见后,写出了书面材料送局领导,得到了局领导的认可,认为颇有参考价值。
