随着改革开放的不断深入,我省农田防护林建设已跨入了一个持续、稳定、快速发展的新时期。特别是农业综合开发项目实施以来,农田防护林建设又跨上一个新台阶。到1998年,全省农田林网控制面积增加到332.8万公顷,占适宜面积的78.9%,平原地区林木覆盖率提高到11%。项目区面貌焕然一新,许多项目区基本上实现了田成方、树成行、渠成网的田园化格局,农业生态环境得到了明显改善,呈现出林茂粮丰、六畜兴旺、经济繁荣的新景象。农田防护林在发挥巨大防护效益的同时,也成为木材资源生产的重要基地。然而,由于诸多原因,各地区农田防护林发展也不平衡,暴露出一些亟待解决的问题,严重影响了农田防护林建设的速度和质量,制约了农村经济的发展。
With the deepening of reform and opening up, the construction of farmland shelterbelts in our province has entered a new period of sustained, steady and rapid development. Especially since the implementation of the comprehensive agricultural development project, the construction of farmland shelter forests has stepped up to a new stage. By 1998, the area under control of farmland and forestry networks in the entire province had increased to 3.328 million hectares, accounting for 78.9% of the suitable area, and the coverage of forests in the plain areas had risen to 11%. In the project area, the appearance of the project area has been completely renewed. Many project areas have basically realized the pastoralization pattern of Tianchengfang, tree formation and canalization. The agro-ecological environment has been remarkably improved, showing a new sight of Linmao grain abundance, the six domestic animals thriving and the economy prosperous. Farmland shelter forests play a great protective benefits, but also become an important base for the production of wood resources. However, due to many reasons, the unbalanced development of farmland shelterbelt in various regions exposes some problems to be solved urgently, which has seriously affected the speed and quality of farmland shelterbelt construction and restricted the development of rural economy.
