传统的军政干部考核方法,对于部队干部队伍建设,曾经起过积极的作用,现在仍然有很大的实用价值。但是,这样传统的考核方法,一般只是对被考核对象个体素质作出定性分析,因而有一定局限性。主要表现在:缺少定量分析;重经验印象、缺乏科学评价;重历史现实表现、轻发展潜力;重个体评价、轻群体分析。在总参工程兵部政治部的指导并直接参加下,总参工程兵工程装备论证试验所开展了本项目研究工作。
The traditional methods for assessing cadres in military affairs have played an active role in building contingent of cadres of the armed forces and still have great practical value now. However, such a traditional assessment method generally only makes a qualitative analysis on the individual qualifications of the object to be assessed, and therefore has some limitations. Mainly in: the lack of quantitative analysis; re-experience image, the lack of scientific evaluation; heavy historical reality, light development potential; heavy individual evaluation, light group analysis. Under the guidance and direct participation of the Political Department of the General Staff Corps of Engineers, the research work on this project carried out by the General Staff Corps of Engineers Engineering Equipment Demonstration Laboratory.
