一、基层社存在的主要问题1.资金短缺,周转困难。全省279个基层社共有流动资产31449万元(其中自有流动资金2022.2万元),而经济包袱却达31536万元,占基层社资产总额的65%。由于资金沉淀大,不能参与正常的资金运转,而且每年要为此支付几千万元的利息。据调查,有自有流动资金的基层社73个,仅占基层社总数的26.2%。目前,银行除了对个别效益较好的基层社提供部分贷款外,基本上停止了对基层社的贷款。2.管理水平低。主要表现在几个方面:一是管理人员文化素质低,基层社领导的文化水平以初、高中为主,占基层社领导总数的83.9%,具备大、中专以上文化水平的仅占13.8%。二是管理基础差,尤其是基层社领导把握不准“放”与“管”的尺度,对承包门店存在以包代管或包而不管的问题,造成基层社资金管理失控。三是财会部门的
