开篇语:为满足第五次人口普查划分城乡的需要,1999年,国家统计局制定了《统计上划分城乡的规定(试行)》。第五次人口普查依照该规定取得的分城乡人口数据,得到社会各界的基本认可。但由于各种原因,试行规定并未完全在各专业统计中使用,城乡标准不统一的现象依然存在。2005年,国家统计局从标准的可行性和科学性等方面对1999年的规定进行了研究和修订,并于2006年3月发布了《关于统计上划分城乡的暂行规定》和《国家统计局统计上划分城乡工作管理办法》。近期,国家统计局将在全国开展城乡划分工作。为配合此项工作,我们将在“统计科普”栏目开设专题讲座,分三期介绍城乡划分的方法和有关内容,以便科学、准确、真实地反映我国的城乡分类情况。
Preamble: In order to meet the needs of dividing the urban and rural areas of the fifth census, in 1999, the National Bureau of Statistics formulated the “Provisions on the Statistical Division of Urban and Rural Areas (Trial).” The population census of urban and rural areas obtained by the fifth census in accordance with the regulations has been basically approved by all sectors of society. However, due to various reasons, the trial regulations are not completely used in the statistics of various professions, and the phenomena of inconsistency between urban and rural standards still exist. In 2005, the National Bureau of Statistics conducted a study and revision of the 1999 regulations in terms of the feasibility and scientific standards. In March 2006, the NBS released the Interim Provisions on the Statistical Division of Urban and Rural Areas and the National Bureau of Statistics Statistical methods for the management of urban and rural areas. “ Recently, the National Bureau of Statistics will carry out the division of urban and rural areas across the country. To tie in with this work, we will provide a special lecture in the column of ”Statistical Science Popularization" to introduce the method of dividing urban and rural areas and relevant contents in three phases in order to scientifically, accurately and truly reflect the classification of urban and rural areas in our country.
