受厄尔尼诺现象的影响,全球气候变暖以及随之而来的海平面上升,全球各地遭受的洪涝灾害与全球粮食减产等问题成为了不可回避的客观存在。与此同时城市在发展过程中追求经济效益与土地资源扩张,自然资源消耗过度,城市基础设施建设落后等,导致城市无法应对极端气候条件下的城市内涝。在全球变暖的客观环境下,解决城市的雨洪问题是迈向城市可持续发展过程中亟需解决的问题。文章借鉴国内外成功的雨洪解决方案,以武汉市的雨洪问题为切入点,结合武汉独特的自然环境,以期探索出适合武汉的解决方案,并对其他城市提供有效的参考。
Influenced by the El Niño phenomenon, global warming and consequent sea-level rise, flooding and global food losses caused by the global turmoil have become an unavoidable objective reality. At the same time, the city pursues economic benefits, expansion of land resources, over-consumption of natural resources and backward urban infrastructure in the course of its development, resulting in cities unable to cope with urban waterlogging under extreme climatic conditions. Under the objective environment of global warming, solving the problem of urban rain and flood is an urgent problem to be solved in the process of urban sustainable development. The article draws lessons from the successful solutions of rainstorms both at home and abroad, takes the rainstorm problem of Wuhan as the starting point and combines the unique natural environment of Wuhan with a view to exploring a solution suitable for Wuhan and providing an effective reference for other cities.
