长江引航改革目前正处于关键的攻坚阶段,分段引航和夜航遇到了长江引航改革以来前所未有的阻力。部分人对分段引航和夜航的目的意义不明确,对深化改革缺乏信心,有畏难情绪、抵触情绪;部分人从个人利益和小集体利益出发,实用主义、利己主义对待引航的改革;部分人甚至安于现状,满足现实,消极观望引航体制的变化和前途,缺乏进取性、责任心。准确认识和积极宣传长江引航改革的目的和意义,具有非常重要的意义。
The Yangtze River Pilots Reform is currently at a critical stage of tackling difficulties. Pilotage and night sails have encountered unprecedented resistance since the pilot reform of the Yangtze River. Some people are not clear about the purpose of pilotage and night flights, lack of confidence in deepening reform, have feelings of fear and resistance, some people start from personal interests and small collective interests, and pragmatism and egoism treat the pilotage reform.
