刘啸霆，１９６３年生，哈尔滨学院教授、吉林大学博士生，中国自然辩证法青年学术带头人，中国自然辩证法研究会常务理事，黑龙江省自然辩证法研究会常务副理事长，哈尔滨市青年社科工作者协会会长。主要研究领域为科学哲学、知识社会学；主要著作有《个体认识论引论》等１０余部，主编丛书７种，发表论文２００余篇，获省部级一等奖６次，其他奖励４０余次，是黑龙江省有突出贡献优秀中青年专家，哈尔滨市专家咨询顾问委员会委员，享受国务院专家津贴，１９９９被评为哈尔滨市十大杰出青年。
