1987年9月,国家教委发布的《中学生体育合格标准的试行办法》(以下简称《试行办法》),至今已试行四年了。四年来,《试行办法》对于广大中学端正办学思想,促进体育工作,克服片面追求升学率倾向等,都起了重要作用。但是,在实施过程中,也发现了《试行办法》有一些不完善之处,如,合格标准内容弹性较大因而执行中各地间的差别也大了;又如,某些规定的执行,缺少必要的监督措施等等。因此,国家教委从1990年开始,着手在《试行办法》的基础上,制订《中学生体育合格标准实施办法》(以下简称《实施办法》)。在制订《实施办法》的过程中,确定了以下几条原则: 1.主要规定和内容,原则上与《试行办法》保持
In September 1987, the “Provisional Measures for Passing High School Students Sports Qualification Standards” promulgated by the State Education Commission (hereinafter referred to as the “Trial Measures”) has been put into trial for four years now. In the past four years, the “Trial Measures” have played an important role in helping the majority of secondary schools correct their thoughts on running schools, promoting sports work, and overcoming the one-sided tendency of pursuing further education. However, during the implementation process, some imperfections in the “pilot scheme” have also been found.
