南康市是赣南老区一个年轻的县级市,面积约1800平方公里,人口近80万,村完小以上学校428所,在校中小学生14.5万人,中小学专任教师6100余人。2002年被确定为国家基础教育课程改革省级实验区后,新一轮课改实验已在全市各校全面展开,但因山区学校点多面广,受学校规模、经济条件、地理位置等因素的影响,全市课改发展层次很不平衡,如乡村学校与城镇学校相比,无论在教学设施、师资水平还是教育教学理念上都存在着很大差异。类似有这样市情的市、区、县在全省为数不少。在这种情况下,作为承担教育教学研究、指导、服务职能的市(区、县)教研室如何应对课改形势发展的需要,促进农村课改整体发展?南康市教研室的应对策略是———
