在山东省荷泽地区司法局长晁岳坤的奇思妙想——开通一部法律服务专线电话,号码定为“148”,谐音“要司法”,把司法工作者的法律服务送到千家万户,于1998年3月16日在该地区东明县变为现实后,又一枝独具特色的奇葩立刻绽放出了夺目的光彩。 司法部部长高昌礼捕捉到山东东明县开通“148”服务专线电话的信息后,马上着手进行调查研究。这位深谙法律的官员认为新时期人民内部矛盾是经济和利益冲突,实际上都涉及法律问题。而传统的司法行政工作因为是分散作业,难以满足群众要通过法律途径解决矛盾的要求。而荷泽的做法是通过设置“148”协调指挥中心,把律师、公证、法律援助、基层司法所和法律服务所联系在一起,把司法行政各部门的职能有效地联合起来,为群众提供服务,创出一条基层司法行政工作的新路子。
