很高兴有这样的机会与大家一起来学习、探讨最近出台的《政府采购法实施条例》。《条例》自今年3月1日正式实施后,受到社会各界和广大政府采购从业者的广泛关注。财政部会同国务院法制办在第一时间作了答记者问,近日,刘昆副部长又在中国政府网在线解答了网民的提问,并在《人民日报》发表署名文章,对《条例》的出台背景、法治意义、主要内容和精神内涵进行了全面、准确的阐述,今天王瑛主任又对如何贯彻落实《条例》作了重要讲话,这些都是我们接下来需要认真学习、消化吸收并进行全面贯彻落实的重要任务。
