当地居民参与旅游是旅游开发的重要组成部分,但在与利益相关者搏弈中,当地居民通常处于弱势地位,难以形成有效参与。为探究旅游发展中当地居民参与不足所产生的影响及其对策,采用参与式观察、关键人物访谈及逐户问卷调查等方法对平江石牛寨景区进行了个案研究。结果表明:当地居民经济参与现状要好于决策、社会和文化参与,当地参与不足导致了景区“乡村性”衰退和生产生活压力,究其原因主要是当地居民没有通过各种自治组织增强自身参与能力,并提出了从利益相关者参与能力、参与内容和参与模式等三个方面加以改善的对策。 Local residents participate in tourism is an important part of tourism development, but in the game with stakeholders, local residents are usually in a disadvantaged position, it is difficult to form an effective participation. In order to explore the impact and countermeasures of insufficient participation of local residents in tourism development, a case study was conducted on the scenic spots of Shiniugou Village in Pingjiang by means of participatory observation, interview of key figures and household-by-household questionnaire. The results show that the current situation of local residents’ economic participation is better than that of decision-making, social and cultural participation. The lack of local participation has led to the decline of scenic spots and the pressure of production and living. The main reason is that local residents did not strengthen themselves through various self-governing organizations Ability to participate, and proposed measures to improve from three aspects: stakeholder participation ability, participation content and participation mode.
