即便充当着说客、利益裁判人、心理咨询师、计量员和勤杂工等等说不清的角色,依然难以得到群众满意的回应人称“拆迁乃天下第一难”。从2005年7月到2006年7月,笔者在湖北省十堰市张湾区汉江路街道办事处服务一年,经历了当地城镇拓展过程中的三次大型拆迁,至今难忘基层干部面对这“第一难”的艰苦与付出。时任汉江路街道办事处党委书记的鲁文武告诉笔者,这个街道所辖的14个行政村,都卷入到拆迁中。他感慨道:“在拆迁中,我们充当着说客、利益裁判人、心理咨询师、计量员和勤杂工等等说不清的角色。我们身陷其中,痛并努力着。”
