农民的市场经济意识被逐渐唤醒。上世纪80年代后期开始,江西石城县农民主动要求县房产局办理宅基地房产证,十几年下来,累计有3000户农民向县房产局登记办理了宅基地房产证。按平均每户建筑面积230平方米计算,房屋办证总面积达6.9万平方米。他们为什么在制度不允许的情况下,宁愿花点钱办证呢?办证农户说:因为办证至少能给他们带来两大好处:一是财产权得到了政府认可,心里踏实,有利于维护自己的合法权益;二是可以利用产权证向银行或民间抵押借钱,可盘活资产,把固定资产转为流动资金,用于再投资发展经济。实际情况也是如此。制度与现实存在着明显碰撞。
Farmers’ awareness of market economy is gradually aroused. In the late 1980s, farmers in Shicheng County, Jiangxi Province, took the initiative to request the County Bureau of Housing to handle the house ownership certificates. Over the past decade or so, 3,000 farmers registered with the County Bureau of Real Estate for house ownership certificates. According to the average construction area of 230 square meters per household basis, a total area of 69,000 square meters of housing permits. Why do they prefer to spend money in the case of system does not permit it?
