Sixty years ago there was a magazine devoted to advocating a constitutional movement that spread the concept of constitutional government called “constitutionalism” (monthly). It was first published in New Year’s Day in 1944 (33 years of the Republic of China), and the date of termination is unknown. The issuer is Mr. Huang Yanpei, chief editor for Mr. Zhang Zhilen. In 1943, Chiang Kai-shek put forward the slogan of constitutional government since the Eleventh Plenary Session of the KMT was held. The promoters of the founding period such as Huang Yanpei and Zhang Zhiren considered it necessary to make every effort to promote constitutionalism from the cultural ideology. Therefore, on November 29, 1943, Bank of Communications held a sponsor conference on the second floor to discuss ways to start publication.
