图书馆要全面落实科学发展观,就是要立足本馆,把眼前发展和长远发展,快速发展和可持续发展有机的结合起来。创造一个充满生机与活力,宽松向上的图书馆人文环境,锻炼一批爱岗敬业、一岗多职的馆员队伍。现阶段图书馆既需要专业人才,也需要大批复合型人才。目前从事图书馆的人员中,非专业人员的比重多于专业人员,而非专业人员又分非专业本科、专科及少数无文凭人员三种。根据这种现状,培训、再教育也应该分出层次性:
