随着科学技术的发展，科技在海洋经济中发挥着越来越重要的作用，促使海洋高科技产业兴起，促进海洋经济由传统产业向现代产业过渡。世界各国在利用科技促进海洋经济发展方面采取了一系列措施，我国应借鉴国际经验，普及全民海洋意识，积极发展海洋科技，带动海洋经济发展。
