国内目前大部分公立医院都采取工资加奖金的薪酬机制,但这种机制却不能够充分体现出医院的特殊性,医务人员的最终收入要在很大程度上少于预期收入,所以很多医务人员通过诱导需求的方式来提高自己的收入水平。新医改方案中明确要求,公立医院必须坚持公益性质,优化分配激励制度,推广落实以服务质量和岗位绩效为主的考核机制,建立完善的薪酬激励制度。本文结合笔者实际工作经验,探讨在新医改背景之下公立医院薪酬激励机制的方案设计。
