长期以来,一次性收取出让金为主要特征的工业用地出让制度为国家的发展积累了大量的建设资金,但是随着工业化、城镇化的同步快速推进,工业用地的需求呈快速上升的趋势。现有工业用地供应管理存在着需求旺盛但利用粗放、地价收入流失严重等弊端,新增建设用地指标少,征地拆迁实施难,土地供不应求的矛盾十分突出。基于提高建设用地的使用效率、实现土地集约节约利用的考虑,工业用地年租制成为完善我国工业用地出让制度改革的必然选择,有必要尽快组织实施。
For a long time, the transfer system of industrial land with the one-time payment of transfer money has accumulated a large amount of construction funds for the development of the country. However, with the rapid progress of industrialization and urbanization, the demand for industrial land has been rapidly rising. Existing supply and management of industrial land there is a strong demand but the extensive use of land loss of land revenue and other serious drawbacks, less new indicators of land for construction, land acquisition and resettlement difficult, the contradiction between land supply is very prominent. Based on the improvement of the use efficiency of construction land and the realization of intensive and economical use of land, the annual rent system of industrial land becomes the inevitable choice for perfecting the reform of industrial land transfer system in China. It is necessary to organize and implement it as soon as possible.
