对于青岛来说,跨海大桥带来的不仅在于天堑变通途,更在于它将使一个城市的战略空间格局发生深刻变化。从城市战略布曷看,跨海大桥是青岛市“三点布局、一线展开、组团发展”这一布局的重要骨架。从拓展城市发展空间上看,青岛市的经济发展虽然很快,但城市化水平提高的幅度低于经济增长的幅度。从交通区位上看,跨海大桥是国家高速公路网青岛至兰州高速的起点,是山东省“五纵四横一环”公路网主框架南济青线的重要组成部分,它从东到西串联起了308国道、环胶州湾高速、同三高速,真正成为连接大青岛东西的主干道路。从区域功能看,跨海大桥的建设,使得在青岛的转口贸易更加通畅,是进一步发挥青岛在半岛制造业基地中的龙头作用,推动半岛城市群战略实施的重要一环。
