9月中旬以来,国家安全生产应急救援指挥中心根据国家安全监管总局部署,组织了5个督导检查组,对全国15个省(区)开展了应急管理专项执法检查督导工作。目前基层应急管理存在哪些问题?新修订的《生产安全事故应急预案管理办法》在基层落实情况如何?本刊记者跟随督导检查组从现场带回了答案。
