当前,由于受种种社会现象的影响,使得麻醉药品的经营、使用和管理工作出现了几种极不正常的现象。本文从不同角度分析、阐述了产生这几种现象的原因,并提出了解决问题的意见。首先是经营问题,麻醉药品利润小,尤其是社会上毒品滥用者、贩毒分子将毒品来源转向医疗用麻醉药品以来,麻醉药品被盗、被抢案件屡屡发生。因此,有些被指定经营麻醉药品的单位不愿经营。更有甚者,某些单位竟以医院欠其药品款为由拒绝供给麻醉药品。 At present, due to various social phenomena, there have been several extremely unusual phenomena in the operation, use and management of narcotic drugs. This article analyzes from different angles, elaborates the causes of these kinds of phenomena and puts forward the opinions to solve the problems. The first is business problems. The profits of narcotic drugs are small. In particular, drug abusers and drug traffickers in the community have shifted the source of drugs to narcotic drugs for medical use. Stolen narcotic drugs and robbed cases have occurred frequently. As a result, some units designated to run narcotic drugs are unwilling to operate. What is more, certain units actually refused to supply narcotic drugs on the pretext that the hospitals owed their medicines.
