目的应用层次分析法(analytic hierarchy process,AHP)确定浙江省疾病预防控制机构(简称疾控机构)应急能力评价体系各指标权重,为应急能力的量化评估提供帮助。方法在应用Delphi法确定评价指标体系的基础上,邀请15名专家对指标间两两相对重要程度进行判断,构建判断矩阵,运用层次分析法确定一、二级指标权重。结果应急体系建设、队伍建设、保障能力、处置能力、监测预警能力、科研与合作交流能力、信息沟通与部门协作能力7个一级指标的权重分别为0.172 0、0.231 5、0.155 8、0.209 7、0.097 5、0.036 1、0.097 5,模型具有较好的一致性和满意度,一级指标CI=0.02,CR=0.01,二级指各项CI和CR值均<0.1。结论指标权重合理体现了各指标在疾控机构应急能力组成中的相对重要程度,为应急体系建设提供了量化的评价工具,有利于机构间的横向比较,具有较高参考价值。
Objective To determine the weight of each index in the evaluation system of emergency response capability of Zhejiang Provincial CDC with the analytic hierarchy process (AHP), and to assist in quantitative assessment of emergency response capability. Methods Based on the Delphi method to determine the evaluation index system, 15 experts were invited to judge the relative importance of each pair of indexes. The judgment matrix was constructed and the weights of the first and second level indicators were determined by AHP. Results The weights of seven first-level indicators of emergency system construction, team building, safeguards ability, disposal capacity, monitoring and early warning capability, research and cooperation and exchange ability, information communication and departmental collaboration ability were 0.172 0,0.231 5,0.155 8,0.209 7 , 0.097 5,0.036 1,0.097 5, the model has good consistency and satisfaction. The first grade index CI = 0.02, CR = 0.01, the second grade refers to the CI and CR values <0.1. Conclusion The weight of indicators can reasonably reflect the relative importance of each index in the composition of emergency response capabilities of CDC, providing a quantitative evaluation tool for the construction of emergency response system, which is beneficial to the horizontal comparison among agencies and is of high reference value.
