1989年10月17日美国西部时间17时4分,旧金山——奥克兰地区发生了强烈地震,造成经济损失10多亿美元。对此,没有一个美国人作出过预报。而在此前3天,一个中国人曾向HGS驻京办事处以书面备忘录形式,对该地区将发生强震提出了准确的预测。他就是中国科学院学部委员,地球物理学家翁文波。 早年从事物理勘探研究的翁文波,1939年在伦敦帝国大学获博士学位回国后,就在玉门油矿得出了中国历史上石油勘探的第一批重力数据,开创了国内物理勘探的新纪元。他由此被国外同行称为“中国电测之父”。1948年,翁文波发表在美国《油气杂志》上的《从定碳比看中国的油气资源》一文,对中国的东北、华北地区含有丰富的油气储量及其分布位置,作了详尽的科学论证,有力地驳斥了当时国外一些学者的“中国贫
On October 17, 1989, at 17:04 on the U.S.A., a strong earthquake hit San Francisco-Oakland, causing economic losses of over $ 1 billion. No one in this regard made any forecast. In the previous three days, a Chinese once submitted a written memorandum to the HGS office in Beijing, proposing accurate forecasts of strong earthquakes in the area.
