1974年 1月11日周恩来总理对一封关于建议统一规划、统一建设国家通信网的群众来信作了重要批示,要求召集有关单位开会,提出解决方案。 2月21日财政部、邮电部联合发出:“关于邮电体制调整后的几个财务问题的通知”。 2月23日颁发“邮电计划管理暂行规定”。 3月14日颁发“邮电一级干线设备维护管理暂行办法”。 4月30日中央领导同志批准国家计委《关于通信建设及管理问题的报告》。
On January 11, 1974, Premier Zhou Enlai made an important directive on a letter from the masses recommending unified planning and unified construction of the national communications network, calling for the convening of relevant units to meet and propose solutions. February 21 Ministry of Finance, Ministry of Posts and Telecommunications jointly issued: “on postal system adjustment of several financial issues notice.” February 23 issued the “Telecommunication Planning Management Interim Provisions.” On March 14, the Interim Measures for the Maintenance and Management of Posts, Posts and Trunk Lines Equipment was issued. On April 30, the central leading comrades approved the State Development Planning Commission’s “Report on Communications Construction and Management.”
