一、战略思想是战略规划的灵魂在图书馆事业发展战略的探讨中.确立合乎我国图书馆事业发展规律的战略思想,是制定科学的发展战略的理论根基。没有思想的战略规划,如同没有目的的航船,而科学的战略思想,则是茫茫黑夜中指引方向的北斗,是重峦叠嶂中指明巅峰的路标,它能使迷路之人找到所要追踪目标的运行轨迹。可以说,没有科学的战略思想,便不可能有正确的战略方针、战略目标和战略任务,也将影响正确地选择战略重点、战略手段、战略步骤和战略措施。总之,战略思想是战略规划的灵魂、原动力,确立科学的战略思想是研究我国图书馆事业发展战略的当务之急。
