如果说,可持续发展新思想是人类对自然 和社会的认识不断深化的产物,是本世 纪以来人类社会重大思想成就之一,那么1992年6月在巴西里约热内卢举行的联合国环境与发展大会通过的《里约环境与发展宣言》、《21世纪议程》、《关于森林问题的原则声明》等重要文件,以及签署的联合国《气候变化框架公约》、联合国《生物多样性公约》,则是可持续发展新思想导致全球行动的充分体现。显然,没有可持续发展新思想在全球的传播,没有联合国以“环境与发展”为主题的大会,关于环境与发展领域合作的全球共识和最高级别的政治承诺,也不可能有如此充分的反映。
