改革开放三十年公安法制建设取得了辉煌成就,为社会发展与和谐做出了巨大的贡献。然而公安机关工作中的治安管理职能与行政执法职能、公权力与私权利以及公正执法与平息民愤的矛盾造成了职权不清等问题。本文旨在通过对以上三对矛盾的分析,进一步明晰公安工作的职能和权限,以期推进公安法制建设。 In the thirty years of reform and opening up, the public security legal system has made brilliant achievements and made great contributions to social development and harmony. However, public security organs work in the public security management functions and administrative law enforcement functions, public power and private rights and fair law enforcement and pacify public conflicts caused by unclear issues such as power. This article aims to further clarify the functions and powers of public security work through the analysis of the above three contradictions with a view to promoting the construction of public security legal system.
