经过近20年的发展,我国沿海许多产业园区进入了发展模式转变、功能性转型与空间性重构相互交织的发展阶段,如何高效地推进空间的优化重组和用地的更新是关键。空间的优化重组和用地的更新本质上是一项复杂的系统工程,难以通过单一的技术手段有效解决,这给作为空间资源分配的公共政策——城市规划提出了新的挑战。城市规划必须突破传统囿于物质空间规划技术的核心关注,主动适应利益格局多元化的环境,积极地开展理念创新、技术创新和制度创新。文章以《无锡新区空间布局优化与更新规划研究》为例,系统地阐述了为高效地推进用地更新和空间的优化重组所进行的城市规划创新。
After nearly 20 years of development, many industrial parks along the coast of China have entered the stage of development in which the development mode is transformed, the functional transition and spatial reconstruction are intertwined, and how to effectively promote the optimization and reorganization of space and the renewal of land is the key. The optimization and reorganization of space and the renewal of land use are intrinsically a complicated systematic project that can not be effectively solved by a single technical means. This poses new challenges to public planning as a spatial resource allocation - urban planning. Urban planning must break through the traditional focus of attention in the physical space planning technology and take the initiative to adapt to the diversified environment of interests and actively carry out ideological innovation, technological innovation and institutional innovation. Taking “Study on the Layout Optimization and Renewal Planning of Wuxi New District” as an example, the article systematically expounds the innovation of urban planning for promoting land renewal and space optimization and restructuring efficiently.
