《普通高等学校图书馆规程》中明确规定:“资料室的主要任务是进行与本系有关专业文献情报的搜集、整理和研究,面向全校有关专业人员,开展文献情报服务。”但是,就目前讲,实际上各系资料室都没有能力与精力完成搜集、整理、研究专业文献情报的任务,更谈不上向全校有关专业人员开展文献情报服务了。究其原因是多方面的,其中主要的是与资料室所处的特殊地位有关。要充分发挥系、部资料室在图书情报中的作用,为教学和科研作好服务工作,就必须改变现状,改革现行高校图书资料的管理体制。
