如何有效地解决居高不下的医疗费是当前广大病患者最关心的问题之一。有资料显示,我国医疗费已持续10余年高速增长,平均增长率超过同期国民生产总值的增长率。更有资料证明,医疗费用的增长主要是药品费用的增长,医院看病贵在药费。“以药养医”已成为绝大多数医院发展的现状。在城市,大医院60%的收入来自药费,小医院则有80%的收入来自药费。有这样一组赫赫惊人的数字,近年全国药业生产经营单位一年向各级医疗机构销售药品达400亿元,其中医疗单位得到让利的回扣达70多亿元。这么多药品要由医院倾销给患者,这么多回扣要从患者身上获取,药品费用岂能不突飞猛涨? 对于这些问题和现象政府自然不会置若罔闻,坐视不管。国家卫生部即将出台一个关于实行医、药分开的新举措。这是一次涉及面广,力度很大的改革,其最大的受益者就是广大病患者。对于各级医疗机构来说,这项改革带来震动非同一般。医药分开是一个发展的方向。因此,在实际的执行过程中,需要各方通力的配合,特别是各级医疗机构需要在思想上发生一个大的转变。 也正是基于这样的意义,我们特别邀请有关部门的领导和同志,畅谈己见,以期抛砖引玉。

According to statistics, China’s medical expenses have continued to increase rapidly for more than 10 years, and the average growth rate has exceeded the growth rate of GNP during the same period. More information proves that the increase in medical expenses is mainly due to the increase in the cost of medicines, and hospital visits are expensive. “The use of medicine to support medical care” has become the status quo for the development of most hospitals. In the cities, 60% of the income of big hospitals comes from drug charges, and 80% of small hospitals come from medicines. There are such an astonishing number of figures. In recent years, the national pharmaceutical production and sales unit has sold 40 billion yuan of medicines to medical institutions at all levels in a year, among which medical units have received rebates of more than 7 billion yuan. If so many medicines are to be dumped by patients from hospitals, and so many rebates are to be obtained from patients, can the cost of medicines soar to skyrocket? For these problems and phenomena, the government naturally will not turn a blind eye and sit idly by. The Ministry of Health will soon issue a new measure to implement the separation of medicine and medicine. This is a reform that involves a large number of people and has great efforts. The biggest beneficiaries are the patients. For the medical institutions at all levels, this reform has brought about extraordinary shocks. Separate medicine is a development direction. Therefore, in the actual implementation process, all parties need concerted efforts. In particular, medical institutions at all levels need to make a big change in their thinking.
