荆州地区乡镇企业从小到大,从分散到集约,已成为农村经济的主体,为农村剩余劳动的转移提供新路。并在激烈的市场竞争中保持了持续、快速、健康发展的强劲势头。然而,也面临着严重的问题。现对我区乡镇企业发展中的问题与对策作一浅述。问题通过全区21户乡镇企业的调查分析,企业负担沉重,步履艰难。1992、1993年两年各种社会经济负担达715.76万元,占两年实现利润的50.98%。已超过了企业的承受能力。主要在于:1.权力部门收费多。权力部门摊派、收费、罚款、集资等各种负担项目达到175项,负担额为283.46万元,占被调查企业负担总额的39.6%。一是地方政府兴办公益事业,摊给了企业一部分负担。二是职能部门的规费收入。三是职能部门给企业转嫁了一部分负担。

The first is that local governments are pursuing office profits and share the company’s share of the burden. The second is the fee income of functional departments. Third, the functional departments transferred some of the burden to the enterprises.
