本文运用65家加工出口企业调研数据实证分析了企业对欧盟木材法案的认知情况。分析表明,企业对法案的认知度低,获取法案信息的渠道主要是网络和客户,企业认可法案打击非法采伐和促进企业履行社会责任的积极作用,但也认为是贸易壁垒。企业普遍认为法案实施将对其自身有不利影响,但对其影响程度存在明显低估。企业普遍缺乏对提高自身应对能力的重视,愿意采取的应对方式主要是依赖上游供应商,缺乏完善自身文件管理系统和开展森林认证的积极性。
This paper empirically analyzes the enterprises’ cognition of the EU Timber Act with the data of 65 processing export enterprises. The analysis shows that enterprises have a low awareness of the act and the channels for obtaining the bill information are mainly the network and the customers. The enterprise recognition act plays an active role in combating illegal logging and promoting enterprises to fulfill their social responsibilities, but it is also regarded as a trade barrier. Businesses generally believe that the implementation of the act will have its own adverse effects, but the extent of its impact there is a significant underestimate. Enterprises generally lack the emphasis on improving their coping ability. The coping modes that they are willing to take are mainly relying on upstream suppliers, lack of enthusiasm for perfecting their own document management system and carrying out forest certification.
