海油石油泄漏事件的频繁发生,给各国带来巨大的经济及生态破坏。据统计,近几十年来有近50%的石油泄漏是由第三方有意或无意的破环导致。为此,本文提出一种以电子海图技术为载体、结合AIS技术的自动实时告警方法,对海油平台周围进行分级告警。实验表明,该系统能够提供高实时性与稳定性的告警服务,有效防止第三方对海油特殊预警区域的破坏,减少石油泄漏事件与海面平台作业安全威胁的发生率。
