在国民经济各部门间按一定比例分配社会劳动,这是社会化大生产发展的客观要求,也是马克思主义的重要论点。这种社会劳动的按比例分配,既包括物质产品生产领域内部各部门的分配,也应该包括物质生活领域与非物质产品生产领域之间,以及非物质产品生产领域内部的按比例分配。建国以来,我国比较长时间内只重视物质产品生产领域内部(特别是农轻重之间及其内部)社会劳动的按比例分配,仅仅强调物质产品的生产是社会存在和发展的基础的一个方面,当然,这是必须和应该的;但在另一方面,却忽视物质产品生产部门与非物质产品生产部门之间以及非物质产品生产部门内部社会劳动的按比例分配,因而形成非物质产品生产领域的某些部门,大大落后并且拖住物质产品生产发展的后腿。教训是极其深刻的。
