党中央、国务院作出的建设创新型国家的决策,是事关社会主义现代化建设全局的重大战略决策。上海“十一五”发展规划,确定了增强城市国际竞争力的发展主线,同时也提出了自主创新、重点跨越、支撑发展、引领未来的发展方针。这是在新的历史条件下,在全球发展的坐标系中,上海根据自身的内在发展要求和外部环境条件的变化,作出的重要战略选择。
The decisions made by the Party Central Committee and the State Council in building an innovative nation are major strategic decisions concerning the overall situation of socialist modernization. Shanghai “Eleventh Five-Year Plan” has identified the main line of development for enhancing the international competitiveness of cities and also proposed the development guideline of independent innovation, focusing on leapfrogging, supporting development and leading the future. This is an important strategic choice made by Shanghai under the new historical conditions and in the coordinate system of global development in accordance with its inherent development requirements and changes in external environmental conditions.
