●全面盘活人力资源存量,促进人力资源有序流动●实行责任明确的岗位责任制●构建富有绩效的薪酬激励机制目前,我国电力行业的人均利润与发达国家电力企业相比,处在落后水平,现行体制尚未完全摆脱传统管理模式,人力资源管理存在“瓶颈”,公平、合理竞争机制尚不够完善,薪酬分配机制不合理,绩效管理体系尚不健全等,种种问题都制约了火电企业的发展。
