After Comrade Xiaoping talked about the southern tour, traffic authorities at all levels took a series of measures for reform and opening up in relaxing their transport policy, improving the investment environment and canceling business restrictions. They have also promoted the economic development of road transport. However, many comrades have different views on this issue. Some even think that the opening of the road transport market has “put” the transport enterprises in a collapse and put the transport market in a “turmoil” and lost “the power of the transport administration.” Evaluation of the status quo of the development of the road transport market is directly related to the reform and opening up of the road transport market
