本文通过对基层管理人员和业务人员的 118份问卷调查 ,评估中美预防神经管畸形合作项目的成功因素。结果表明 ,10 0 %的管理人员和 82 .2 %的业务人员认为 ,此国际合作项目科研选题符合国情 ,突出解决了中国出生人口素质的重大问题 ;96 .4%的管理人员和 95 .6 %的业务人员认为项目促进了基层卫生事业的发展。基层合作单位对北医大的垂直管理模式予以肯定 ,对团结协作和中美专家的指导满意度最高。调查还对会议信息、质量控制、财务审计和激励机制等进行了评价。同时 ,本调查反映出省、地 (市 )县三级管理和青年指导教师更换频繁的问题应给予合理解决
In this paper, 118 questionnaires for grassroots management personnel and business personnel were used to evaluate the success factors of Sino-US cooperation in prevention of neural tube defects. The results show that 10% of managers and 82. 2% of business personnel believe that the scientific research topics of this international cooperation project are in line with national conditions, highlighting the major problems in the quality of China’s birth population; 96.4% of managers and 95. 6 percent of business people believe that the project has promoted the development of grassroots health services. The grass-roots cooperation units affirmed the vertical management model of Beijing Medical University, and they were most satisfied with the unity and cooperation and the guidance of experts from China and the United States. The survey also evaluated conference information, quality control, financial audits, and incentive mechanisms. At the same time, this survey reflects that the provincial and prefecture (city) county three-level management and youth instructors should be given reasonable solutions to the problem of frequent replacement.
