1995年我国经济立法工作取得重大进展,上半年已经八届全国人大审议通过了11个法律及有关法律问题的决定,国务院也已发布11件行政法规。目前,还有一批新的法律法规正在加紧制定之中,可望在年内出台。今年上半年,八届全国人大审议通过的11个法律及有关法律问题的决定包括:《银行法》、《保险法》、《担保法》、《全国人大常委会关于惩治破坏金融秩序的犯罪的决定》、《全国人民代表大会常务委员会关于惩治违反公司法的犯罪的决定》、《法官法》、《检察官法》、《全国人民代表大会常务委员会关于修改<中华人民共和国税收征收管理办法>的决定》、《教育法》、《监狱法》等。全国人大正在加紧制定的法律有《商会法》、《反垄断法》、《国债法》、《社会保险法》、《计划法》等。
In 1995, China made significant progress in its economic legislation. In the first half of the year, the 11 resolutions of the Eighth National People’s Congress and other relevant legal issues have been examined and passed, and the State Council has issued 11 administrative decrees. At present, a number of new laws and regulations are being formulated and are expected to be introduced during the year. In the first half of this year, the decisions on the 11 laws and related legal issues reviewed and approved by the Eighth NPC include: Bank Law, Insurance Law and the Guarantee Law, and the Decision of the NPC Standing Committee on Punishing Crimes that Undermine the Financial Order The Decision of the Standing Committee of the National People’s Congress on Punishing Crimes of Violating the Company Law, the Law of Judges, the Law of the People’s Procurators and the Decision of the Standing Committee of the National People’s Congress on Amending the Measures for the Administration of Tax Collection in the People’s Republic of China Decision “,” Education Law “,” Prisons Act "and so on. The laws that the NPC is stepping up are the Chamber of Commerce Law, the Anti-monopoly Law, the National Debt Law, the Social Security Law and the Planning Law.
